AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a possible risk to democracy just eight days before the country’s general election.
Testing Reveals Consistent Bias in AI Suggestions
The quartet of AI assistants evaluated by the AP “often end up with the same two parties”, regardless of the voter’s inquiry or input, the watchdog noted in a analysis released ahead of the late October vote.
For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query precisely aligns with the positions of these political entities, the report indicated.
Official Warns Against Using AI Chatbots for Election Advice
The vice-chair of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their ideological beliefs, she added.
“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for election recommendations, as their operation is unclear and difficult to verify.”
Voting Background and Party Dynamics
The Dutch head to the polls on 29 October in an election that will be keenly observed around Europe for the showing of the PVV.
The far-right party of Wilders is leading the polls but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors still undecided.
Every significant political faction have rejected a coalition with the Freedom party, meaning the party that comes second is highly probable to supply the future head of government.
Unintentional Bias Attributed to Chatbot Functioning
The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
